Rules

  1. Rosters:

    1. Accurate Rosters - Coaches must confirm all numbers in the book prior to the start of the game. Coaches must have a copy of their roster (printed or digital) during winter league events.

    2. Player on Multiple Teams - Players are only allowed to play on more than one team as long as it is above their age group within the same program.

  2. Timing of Games - Two 14-minute halves. Clock will run anytime one team leads by 20 or more points. If a 20-point lead is cut down to 15 or less, the clock will stop as normal.

    1. Warm-up - Each game will have a 5-minute warm-up period before tip-off. PSB DMV may reduce this warm-up time if games are running late. Games will not start before the scheduled time without the consent of both teams’ head coaches.

    2. Halftime - Each game will include a 2-minute halftime.

    3. Overtime - The first team to score 5 points in overtime wins the game.

  3. Basketball - All 3rd-6th grade games will use a 28.5 ball unless both coaches agree to use a 29.5 ball. All 7th grade and older will use a 29.5 ball.

  4. Timeouts - Each team gets 3 timeouts per game (45 seconds). Teams will get one timeout in overtime. Leftover timeouts from regulation do not carry over to overtime.

  5. Fouls:

    1. Team Fouls - On a team’s 10th foul in each half, the opposing team will shoot 1-and-1 FTs. In the last 2 minutes of each half, a team’s 2nd foul will result in a 1-and-1 for the opposing team.

    2. Player Fouls - A player will be disqualified from the remainder of the game once he commits his 6th foul.

    3. Technical Fouls - Each player or coach will be ejected upon their second technical foul of a game. When a technical foul is given, the opposing team shoots 2 free throws and gains possession of the ball. Any coach ejected from the game must also leave the facility. To be eligible to coach another game that weekend, approval must be granted from the tournament director. Any player ejected from a game will be suspended from playing their next game. PSB DMV may determine any additional disciplinary action.

  6. Strategy

    1. Full-Court Press - No full-court press is allowed in the 1st half for any grade level. No full-court press is allowed in the 2nd half if the lead is 20 points or greater for the pressing team.

    2. Defense - No zone defense is allowed in the 1st half for any grade level.

  7. Playoff Seeding - Playoff seeding and qualification are determined first by overall record.

    1. If two teams are tied, the following tiebreakers will be used in order:

      1. Head-to-head record

      2. Point differential

      3. Points allowed

    2. If three teams are tied, point differential is the first tiebreaker, followed by points allowed.

  8. Forfeits - A team forfeits a game when it has fewer than 4 players available by 10 minutes after the game’s scheduled start time. If a team chooses to start a game with 4 players, they can do so and the game will still count.

  9. Special Rules for 3rd-5th Grade:

    1. Free Throws - Players are allowed to jump over the free throw line as long as the ball is released from behind the line.

  10. Behavior - PSB DMV reserves the right to remove individuals from the building if they are deemed to be acting in an unsuitable manner for a youth basketball game.

  11. Clock - PSB DMV will provide an individual to operate the clock during each game. It is the home team’s responsibility to provide someone to keep the  book at the scorer’s table only. If neither team provides someone to keep the book, the PSB DMV clock operator will be used as the official scorer.

  12. All Other Rules - All other rules may be determined at the discretion of the tournament director and/or PSB DMV.

  13. Complaints - Formal complaints and protests must be submitted in writing to jmaerder@proskillsbasketball.com
